THE ORGANIZATION

Toronto Community Housing Corporation (TCHC) is the largest social housing provider in Canada and the second largest in North America. Wholly owned by the City of Toronto, TCHC operates in a non-profit manner. TCHC has 2,100 buildings and 50 million square feet of residential space, which represent a $9 billion public asset.

TCHC was created by the City of Toronto on January 1, 2002, with the amalgamation of the Metropolitan Toronto Housing Corporation (formerly Metro Toronto Housing Authority, which managed the provincial public housing units in the city) and the Toronto Housing Company (a merger in 1999 of the Metropolitan Toronto Housing Company Ltd. and the City of Toronto Non-Profit Housing Corporation, also known then as Cityhome).

TCHC homes and communities are in 106 of Toronto's 140 neighborhoods, providing homes to nearly 60,000 low and moderate-income households. 110,000 residents come from many different backgrounds with a diversity in age, education, language, mental and physical disability, religion, ethnicity and race. Most of TCHC’s operating funding is received from rent paid by residents (55%) and from subsidies from the City of Toronto (39%). The remaining 6% of operating funding comes from rental of commercial spaces; parking, laundry and cable fees; and income from investments.

THE OPPORTUNITY

The Chief People & Culture Officer develops, implements, and sustains a service focused human resources strategy and vision to enable TCHC to achieve its service and business objectives to improve the lives of tenants living in TCHC buildings. The Chief People & Culture Officer champions, leads by example and brings to life for employees and tenants the 6 goals (below).

As a member of the TCHC Executive Leadership Team and reporting directly to the President & CEO, the Chief People & Culture Officer is responsible for the strategic direction of HR programs and service excellence in outcomes and results. This includes: Employee & Labour Relations, Talent Acquisition, Talent Management, Compensation, Learning & Organizational Development, Equity, Diversity & Inclusion, Health, Safety & Wellness and Payroll, Benefits & Pensions. The Chief People & Culture Officer leads a dedicated team of 60.

KEY RESPONSIBILITIES/ACCOUNTABILITIES

Strategic Leadership, Planning and Governance:

  • Sets the overall strategic direction for the Human Resources division by establishing divisional goals, objectives and priorities that align with the organization’s mission, vision, values, and culture and that support the priorities of the Board and its committees.
  • Provides HR advice and support to the Board and its Committees, and serves as the staff lead for the Governance, Communication, & Human Resources Committee. Establishes an effective relationship with the Committee Chair, meets regularly to discuss Committee priorities and objectives, and to plan and review agendas for upcoming meetings.
  • Establishes the key strategies, programs and actions required to have engaged, diverse, high-performing, adaptive and productive employees to meet TCHC’s current and future needs.
  • Develops and implements HR communication strategies to advance the corporate and operational goals and objectives and to ensure that employees are aware of HR policies, programs, and performance objectives.

Comprehensive Policy & Program Design, Development & Implementation:

  • Leads the development and implementation of strategic and comprehensive human resources strategies, policies, programs, and services that support the overall corporate strategic planning objectives of TCHC.
  • Leads the development and implementation of TCHC’s equity, diversity, and inclusion programs to support TCHC divisions in their effort to ensure equitable access to the organization’s services, benefits and programs. Champions equity and human-rights related initiatives and ensures equitable employment practices. 
  • Leads the strategic negotiation of collective bargaining. Directs negotiations with unionized representatives on terms and conditions of employment for unionized employees.
  • Manages labour relationships through labour/management committees, grievances, arbitrations, etc. Proactively works with labour partners to ensure effective relationships to enable a high-performing organization.
  • Oversees the preparation and planning for activities related to labour disruption.
  • Establishes effective employee relations programs and procedures including processes to investigate and resolve employee issues and concerns to ensure legislative compliance, financial accountability, and employee satisfaction.
  • Develops, implements and approves, or seeks approval from the Board and/or its Committees, for terms and conditions of employment for management and non-union employees.
  • Oversees the development, implementation and administration of the organization’s Payroll, Benefits and Pensions program, ensuring effective controls, oversight, and ongoing monitoring.
  • Regularly monitors, reconciles, and evaluates TCHC benefits and compensation programs, pension and benefits contributions and, in consultation with the Chief Financial Officer, makes recommendations for changes to service providers and/or benefits.
  • Establishes compliance with the Occupational Health & Safety Act and WSIB legislation. Provides leadership and advice in support of injury and illness prevention, effective disability management and return-to-work, employee assistance, health and safety policies and program development and legislative compliance. Partners with TCHC divisions, unions, employees and joint health and safety committees to foster a strong health and safety internal responsibility system. Fosters continuous improvement of TCHC’s objective of safe and healthy workplaces.
  • Leads the development and implementation of the organization’s recruitment, onboarding, and retention strategies and programs to ensure that TCHC is able to attract and retain a high-performing and diverse workforce. Ensures effective organization design, compensation, job evaluation strategies to meet legislative and collective agreement requirements and reflect TCHC’s commitment to diversity and fostering a positive workplace culture.
  • Enables TCHC to achieve effective organizational change and improved capacity by developing and engaging both leaders and employees through coaching, e-learning, facilitation services, learning strategies, performance management, development and succession planning programs.
  • Establishes systems, programs and processes for management information and decision-making to maximize effectiveness, efficiency, resource control and reporting to ensure the financial administration and organizational effectiveness of the division and organization.
  • Supports Emergency Preparedness Planning, leading the development and implementation of any HR-related strategies required to ensure appropriate business continuity plan is in place.
  • Leads TCHC’s delivery of Human Resources support to the Toronto Seniors Housing Corporation (TSHC), pursuant to a Service Delivery Agreement, as required.

Effectively lead and manage a high performing team to successfully execute the division’s work plan:

  • Successfully leads, motivates, and empowers a team of HR professional staff to ensure the effective delivery of a full suite of HR policies, programs, and services, to meet the diverse needs of client divisions and across the organization.
  • Leads and manages a number of complex divisional and corporate initiatives and programs concurrently in support of key corporate and Board objectives and priorities.
  • Develops and implements consistent and transparent HR best practices and procedures throughout the organization.
  • Directs the implementation of policies and programs that are reflective of a modern and progressive organization, and to ensure compliance with all relevant legislation including Employment Standards, Human Rights legislation, Employment Equity, Occupational Health & Safety, Pay Equity and collective agreement obligations
  • Defines, develops and reports on Key Performance Indicators (KPIs) for HR performance, across all of the HR services and programs.

THE CANDIDATE PROFILE

The ideal candidate will demonstrate the following experience, knowledge, skills, attributes, and competencies:

  • Certified Human Resources Leader (CHRL) or related certification is preferred. A university or graduate degree in a relevant professional discipline is a strong asset.
  • Progressively more responsible and accountable senior HR leadership experience in providing direction and oversight of a service driven human resources function with expertise in developing and implementing best practices in human resources programs, policies, talent acquisition and retention, employee and labour relations, learning and development initiatives, advisory services, and human capital management systems ideally within a unionized environment.
  • A proven strategic and inspirational leader with expertise in leading and executing change, enriching employee engagement and employee experience, and ensuring effective and timely client service delivery within a dynamic and complex operating environment of scope and scale.
  • Labour relations experience including responsibility for strategy development and relationship and partnership building.
  • Experience leading and managing a high-performance team.
  • Experience “leading/managing through influence”, driving results requiring contribution and buy in from multiple line business leaders.
  • Deep commitment to reconciliation, equity, accessibility, human rights and inclusion.
  • Leadership skills to strategically design and execute on key deliverables aligned to a post-COVID environment.
  • Demonstrated ability to quickly build and garner credibility and respect with multiple stakeholders, including elected officials.
  • Self-directed with strong critical thinking skills and results orientation.
  • Development of self and others as leaders within a challenging, complex, and evolving environment; demonstrating resilience and positivity that allows for balance while encouraging forward momentum to achieve results.
  • Ability to formulate budget strategies with strong business acumen in understanding the key financial drivers and their dynamics.
  • Excellent communication (verbal and written), presentation, facilitation, and interpersonal skills.
  • Practical and pragmatic in style and approach.
  • Knowledge and expertise in human resource theories, principles, and best practices.
  • Knowledge and interpretative understanding of relevant legislation (e.g., Occupational Health and Safety, Ontario Human Rights Code, WSIB, Employment Standards Act) and initiatives which impact human resource programs and services in a broader public sector environment.
