Head of International Industry Accountability (Campaign for Tobacco-Free Kids)

Position Description


The Campaign for Tobacco-Free Kids (CTFK) seeks nominations and applications for a strategic and astute Head of International Industry Accountability, who will oversee the development and implementation of advocacy efforts to monitor, expose, prevent, and counter tobacco industry interference in tobacco control policy worldwide. Working as a part of the Campaign’s international team, the Head of International Industry Accountability (HIIA) will develop an overall strategy to equip and assist country teams, partners, and grantees in combating tobacco industry attempts to prevent the adoption and implementation of strong and effective tobacco control policy and regulation of its activities. The new HIIA will work closely with a multi-disciplinary Tobacco Industry Accountability team internally to design effective campaign strategies and tactical responses to industry activity.

CTFK is a leading civil society organization dedicated to the fight to reduce tobacco use and its deadly toll in the United States and around the world. Ideal candidates will understand and have proven experience combatting disruptive corporate influence in the development, implementation, and execution of strong regulatory oversight of transnational corporations. The new HIIA will be a savvy manager with the maturity and agility to work collegially within CTFK, across significant distances, and in a variety of cultural contexts to advance strong tobacco control policy and industry oversight. This is an exciting opportunity for someone interested in shaping a framework of accountability and global action with the ultimate goal of reducing tobacco use and preventing the devastating health impacts of tobacco use worldwide.

The Campaign for Tobacco-Free Kids works to prevent children from smoking, to help smokers quit, and to protect everyone from secondhand smoke by changing public attitudes and public policies on tobacco. Established in 1996, the Campaign envisions a world free from the death and disease caused by tobacco. The Campaign promotes public policies that have been proven to reduce tobacco use and exposure to secondhand smoke, including higher tobacco taxes, comprehensive smoke-free laws, strict bans on tobacco advertising, promotion and sponsorship, and graphic warning labels on tobacco products. Internationally, CTFK supports governments and non-governmental organizations in promoting and implementing these policies in low- and middle-income countries where more than 80 percent of tobacco-related deaths will occur in the coming decades.

The statistics on tobacco related deaths are astonishing. While enormous progress has been made in the United States, tobacco still kills more than 400,000 Americans every year. The worldwide death toll is at more than five million people a year and climbing. Without urgent action, tobacco will kill one billion people in the 21st century. Every day, 80,000 to 100,000 young people around the world become addicted to tobacco, and secondhand smoke kills more than 600,000 people each year, including 165,000 children. If current trends continue, 250 million children and young people alive today will die from tobacco-related diseases. Tobacco use also costs the world an estimated $500 billion each year in health care expenditures, productivity losses, fire damage, and other costs.

The International Division

The Campaign is a global leader in tobacco control and has advocated for the tobacco control treaty, the Framework Convention on Tobacco Control (FCTC), and is a founding member of the Framework Convention Alliance (FCA), a coalition of more than 350 non-governmental organizations from more than 100 countries that was formed to support the treaty negotiations and ensure its proper implementation. The FCTC was the first international treaty negotiated under the auspices of the World Health Organization and was developed in response to the rapid globalization of the tobacco epidemic. The FCTC is an evidence-based treaty that reaffirms the right of all people to the highest standard of health and aims "to protect present and future generations from the devastating health, social, environmental, and economic consequences of tobacco consumption and exposure to tobacco smoke by providing a framework for tobacco control measures to be implemented by the Parties at the national, regional, and international levels." Certain aspects of the tobacco control measures mandated by the FCTC form the basis for CTFK’s policy advocacy in low- and middle-income countries.

The Campaign for Tobacco-Free Kids has been designated as one of five partner organizations to coordinate activities under the Bloomberg Initiative to Reduce Tobacco Use, working with governments and non-governmental organizations to implement effective measures to reduce tobacco use. CTFK has active initiatives in China, Russia, India, Bangladesh, Indonesia, Latin America, Africa and other regions in addition to its longstanding efforts in the United States.


The new Head of International Industry Accountability will provide strategic leadership to the development and implementation of a comprehensive monitoring and advocacy framework that will create structured, disciplined, and focused campaigns to counter the tobacco industry’s efforts to prevent effective tobacco control policy and industry oversight. The new HIIA will provide expert leadership to transform CTFK’s industry accountability work from a reactive to a proactive and strategic position, strengthening efforts in both DC and globally by working in close partnership with in-country teams and regional program directors. The new Head of International Industry Accountability will be responsible for:

Strategy Development

The new Head of International Industry Accountability will set the overall strategic direction for CTFK’s global tobacco industry accountability work, creating innovative and proactive approaches to counter deceptive industry tactics and discredit industry’s manipulative attempts to affect policy discussions. S/he will develop annual advocacy priorities that reflect trends in industry action and utilize proven strategies from tobacco control advocacy and other campaigns such as the environment, human rights, and labor. S/he will evaluate lessons learned and trends in tobacco industry tactics both regionally and globally, utilizing that knowledge to improve and deepen CTFK’s industry strategy.

Internal Capacity

The new HIIA will coordinate the work of the multidisciplinary Tobacco Industry Accountability team, ensuring the development of effective work plans to support country-based activities and responding to requests for technical assistance. S/he will support the development and implementation of country-specific, proactive strategies to expose, counter, and delegitimize the tobacco industry’s misleading efforts and will partner with country and regional teams to infuse industry accountability as an integral part of annual advocacy plans and strategies.

Country and Regional Teams and Advocates

The new HIIA will build the capacity of tobacco control advocates to develop and implement effective strategies to counter and delegitimize the tobacco industry’s efforts to influence and interfere in tobacco control policy development through training, consultation, and planning in coordination with regional advocacy directors in Washington, DC. S/he will constantly articulate a strategic direction, monitoring and overseeing global and multi-country projects aimed at addressing the industry’s misleading activities.Continued Monitoring, Research, and Partnership

In conjunction with CTFK’s international research department, the HIIA will continue to provide accurate and up to date information on industry activities globally. S/he will compile periodic reports, case studies, and analysis to document and disseminate best practices for combatting the industry. The new HIIA will develop and maintain effective working relationships with key partners in the Bloomberg Initiative and other tobacco control allies emphasizing the importance of a robust industry accountability program internally and externally.


The new Head of International Industry Accountability will be a strategic thinker with significant experience developing and implementing both systems of industry accountability and campaigns countering industry efforts to interfere in its oversight and regulation. S/he will be an astute and analytical thinker who identifies creative opportunities to hold industry accountable and shed light on its deceptive practices worldwide. While no one candidate will embody all the qualifications enumerated below, the ideal candidate will possess many of the following professional and personal abilities, attributes, and experiences:
  • Master’s degree in Public Health, Public Policy or related degree; Minimum five years’ experience in developing, implementing, and overseeing policy advocacy campaigns and industry monitoring activities;
  • Proven experience countering industry strategies and tactics to influence public policy by delaying, diluting, or defeating such policies;
  • International experience in direct advocacy preferred and the cultural dexterity to apply lessons learned in one region to approaches worldwide;
  • Experience in providing technical assistance and building capacity of advocates with a wide range of competencies;
  • Analytical rigor and systemic thinking to compile large amounts of information into an easily accessible and focused format that is utilized by advocates and partners around the world; Discerning focus to identify and highlight the most critical information in a user-friendly manner;
  • Ability to work collaboratively with a broad range of professionals and the ambassadorial approach necessary to work across a large organization toward the successful and timely completion of a project;
  • Strong networking and communications skills, both written and spoken; Savvy to incorporate lessons learned from other discipline areas or regions to enhance the program’s outcomes;
  • Proven capability to manage multiple projects effectively with dispersed teams; Ability to work in a fast-paced, team-oriented, global environment while juggling multiple projects and deadlines;
  • Foreign language proficiency in one or more languages besides English is a plus; Ability and willingness to travel internationally required.
